HELMUT BLOECH REVIEWS WFD PROGRESS

On 29 September, David Woods, Chairman of FWR, and Caryll Stephen, Chief Executive, welcomed Helmut Bloech, Deputy Head of Water and Marine Protection, Environment DG of the European Commission, who had kindly agreed to present an update on the implementation of the WFD across the EU.

FWR Council Members were joined by invited representatives from a number of organisations involved in the implementation of the WFD including Rob Hitchen (Defra), Barbara Anning (Defra), Rowena Tye (OFWAT) and Caroline Riley (Mersey Basin Campaign), Rebecca Coales (Environment Agency).

In his presentation, Helmut Bloech summarised the findings from the first European-wide review of progress following transposition of the WFD into national law. This included conclusions from Article 5 reports concerning the characteristics of river basin districts and reviews of environmental impacts of human activity. It was reported that a large number of water bodies have been identified as being ‘at risk’ although many of these were already known to be non-compliant with earlier EC legislation.
